Best VPNs with OpenVPN Support, Ranked by Privacy and Stealth

Top 3 OpenVPN providers by page score

Read the price column carefully. The €1.38 tier is PRO; MAX, where the OpenVPN and WireGuard configs live, starts at €3.78 a month over two years. Xeovo offers neither trial nor free plan and rejects refunds on crypto. Proton's free tier gives unlimited data on one device; Plus renews at $83.88 a year once the first two pass.

Why bypass holds 40% of the score

DPI recognises OpenVPN headers whatever the port, so censors drop the tunnel without reading anything inside. Changing ports fixes nothing. Hence the weights: bypass 40%, privacy 21%, security 14%, pricing 11%, network and apps 7% apiece.

That logic explains the podium. CitadelVPN and Xeovo wrap OpenVPN in obfuscated protocols (VLESS, Trojan, Shadowsocks, AmneziaWG; Hysteria2 only at CitadelVPN) and score 8.1 and 7.1. Proton relies on Stealth, its single obfuscation trick, which caps it at 2.4 despite 140+ countries and a no-logs policy confirmed by audit. Xeovo's mirror problem is security 1.1: nothing published on audits, RAM-only servers, a kill switch or DNS leak protection, and the site scores only disclosed features. NordVPN and Surfshark, 8th on 4.50 and 10th on 4.30, repeat Proton's mistake with a bypass of 1.9.

What this OpenVPN list contains

Consumer VPNs make up 162 entries, free and mobile apps 51, security suites with a VPN inside 14, Smart DNS services 7, plus 4 decentralised and 4 gaming ones. 215 published enough data for the main ranking; 27 didn't. 24 hold an independent no-logs audit. A red flag marks 34 services, most (27) for logging connection IPs, and 7 had a public incident. Paid plans run from €0.71 to a €3.18 median, and 192 services sit under 3.2.

Two ways to run OpenVPN with a provider

Easy route: the provider's app, with OpenVPN over UDP or TCP enabled in settings. Flexible route: download profiles from the account page and import the .ovpn files into OpenVPN Connect, into Tunnelblick on macOS, into NetworkManager on Linux, or into a router client on OpenWrt or DD-WRT. Only 69 services publish such files, so verify before paying if routers matter. Never fetch profiles from third-party sites; one profile equals one server and one protocol, and a mistyped key kills the tunnel. Provider kill switches don't carry over to third-party clients, so check for DNS leaks once a profile is imported.

UDP, TCP or a different protocol

WireGuard is available at 125 of these services, obfuscation at 104, VLESS with Reality at 16. When a censored network kills the tunnel within seconds, the fix is an obfuscated protocol, not another port. The site's WireGuard vs OpenVPN comparison covers both protocols head-to-head, and its OpenVPN glossary entry explains the basics.

OpenVPN FAQ

Short answer: which one to pay for

For bypass on censored networks, CitadelVPN (8.55) and Xeovo (5.05) lead. Where blocking is rare and an audited no-logs policy with a huge network matters, Proton (5.02) fits, and its free tier lets you test first. Whichever you choose, keep a UDP profile for everyday traffic plus a TCP 443 one for restrictive Wi-Fi.
