IKEv2 VPN Providers Compared: Best Services for Phones and Built-In Clients

StelsVPN, IVPN and TorGuard compared

StelsVPN leads on circumvention and little else: privacy is 1.3, the weakest mark here, since no independent no-logs audit is published, the surveillance alliance is unknown, sign-up needs an email and PPTP is still on the list. It runs 700+ servers in 12 countries, ten devices may connect at once, and payment goes through crypto, cards or local methods.

IVPN is the mirror image: privacy 9.0, security 7.5, an audited no-logs claim, eight audits since 2019, open-source apps with multi-hop and split tunnelling, accounts that need no email, payment in Monero or cash. Its weak scores are price and terms (2.9: no trial, refund once per account) and network (2.5, 41 countries).

TorGuard includes port forwarding and a dedicated IP on the Pro tier, with 8, 12 or 16 devices by plan, but US registration, the missing audit and an email-based sign-up cost it privacy points.

Why IKEv2 behaves well on phones

IKEv2 authenticates both sides and negotiates the keys (RFC 7296); IPsec ESP carries the encrypted traffic. MOBIKE (RFC 4555) is the part that matters in your pocket: when the phone gets a new IP, the tunnel moves with it instead of being rebuilt, so a session survives the switch from café Wi-Fi to cellular.

Where IKEv2 gets blocked

IKEv2 speaks over fixed UDP ports 500 and 4500 and never hides its traffic. A hotel or office firewall can close both ports quickly, and DPI gear run by censors recognises the handshake immediately. Hence censorship bypass carries a 40% weight in the page score, and IKEv2 earns none of it alone: those points come from the stealth protocols a provider runs next to it. StelsVPN tops the list with five of them; IVPN's two obfuscation tools reach only 2.4, so the privacy champion ranks second.

Setting up IKEv2 without the provider's app

In iOS Settings open VPN, create a new profile of the IKEv2 type and enter what the provider gave you: server address, remote ID, username and password, plus a certificate profile if required. Windows and Android work the same way. A system-settings profile sits outside the provider's app, so its kill switch and DNS leak protection never apply; turn on OS-level blocking where it exists.

For a free IKEv2 server on an iPhone, take a provider's free plan (60 of the 133 offer one; StelsVPN gives 300 MB a day) rather than a forum login. A published pre-shared key is shared by everyone on that server, whose operator you cannot verify.

What the 133 services run besides IKEv2

OpenVPN: 117 of the 133. WireGuard: 73, a way past a firewall that closes IKEv2's two UDP ports, though a censor's DPI needs the obfuscated options. Obfuscation (stealth mode): 45, the figure to check before a trip to a censored country. A kill switch ships with 75; on mobile it stops traffic leaking when the tunnel dies between Wi-Fi and cellular. DNS leak protection: 46. Router support: 48, and 26 publish manual configuration files, the files a router's own VPN client can load. 96 state a money-back term in days. 114 claim a no-logs policy, and 13 of the 133 back it with an independent audit. PPTP appears 32 times; leave it off, its encryption is broken. Median paid plan: €3.18 a month, cheapest €0.71.

IKEv2 VPN FAQ

Which IKEv2 VPN to choose

Privacy first: IVPN, audited no-logs, sign-up without email, 30-day refund, if weaker blocking resistance is acceptable. Against censorship: StelsVPN and five stealth protocols, though it publishes little about logging. A big network with port forwarding and a dedicated IP on Pro: TorGuard, 50+ countries, 3000+ servers, US jurisdiction, no audit. Whichever you take, keep a WireGuard or obfuscated fallback for networks that block IKEv2.
