L2TP VPN Providers Compared: Who Still Supports L2TP/IPsec

Top L2TP VPN providers on this page

Trust.Zone offers a 3-day trial with no card, though on one connection only. RocketVPN gives 24 hours and refunds nothing. Turbo VPN renews automatically unless you cancel; its free tier carries mobile ads.

Why the top service earns its place through other protocols

Censorship bypass counts for 40% of the page score, and L2TP/IPsec earns zero there: its packets carry no disguise, so strict firewalls spot them instantly. The bypass points come from whatever protocols and obfuscation a provider runs next to L2TP. Trust.Zone and RocketVPN both hit 4.8 on bypass thanks to VLESS, Shadowsocks and V2Ray. FastestVPN owns the highest overall score here (4.67) plus an audit, yet its bypass of 0 drops it to eighth.

Each leader has a weak spot. RocketVPN publishes neither a kill switch nor DNS leak protection, and its profile records the DNS and IPv6 leaks found. Trust.Zone's security sub-score is 2.5, its privacy policy untouched since 2018. Turbo VPN's policy names ad and analytics partners like AdMob and Firebase. Only FastestVPN and CactusVPN hold independent no-logs audits (Altius IT and Securitum).

Where L2TP/IPsec breaks, and which platforms dropped it

Key exchange runs over IKEv1, deprecated by the IETF in RFC 9395, April 2023. The protocol speaks over fixed ports, UDP 500, 4500 and 1701, plus ESP, and one firewall policy line closes them all. When a provider publishes its pre-shared key, every subscriber shares it: IPsec protects the connection from outsiders, not from fellow customers who know the same key.

Microsoft deprecated PPTP and L2TP in October 2024: future Windows Server RRAS will stop taking incoming L2TP, though outgoing client connections survive. On a network that blocks VPNs, L2TP fails first, so keep an OpenVPN or obfuscated profile ready. A provider's kill switch guards only its own app; a connection configured in the OS client leaks silently when the tunnel drops.

Free L2TP servers and published logins

Most searches for a free L2TP username and password end at VPN Gate, the academic relay project from the University of Tsukuba. No account needed: username, password and shared key are all "vpn". The price is privacy. Connection logs with your real IP are kept for a minimum of three months and disclosed to police and courts on request, which lands it 58th here with 1.00. Fine for a foreign IP, wrong for anything sensitive. 14 of the 67 services have a free plan, Turbo VPN among them.

What these 67 providers run besides L2TP

OpenVPN appears at 65 of them, so a fallback almost always exists where L2TP stalls. IKEv2 (37 providers) suits phones hopping between Wi-Fi and mobile data, WireGuard (24) the faster pick on modern hardware, and manual config files (31) cover routers, which 34 providers document. Obfuscation, the thing that actually beats DPI, is published by only 18. PPTP survives at 53 services with broken encryption: never enable it.

L2TP VPN FAQ

Which L2TP provider to choose

Need bypass alongside L2TP: Trust.Zone or RocketVPN, minding RocketVPN's no-refund rule. Want an audited, budget service: FastestVPN at €0.71 a month or CactusVPN (unlimited household devices, though L2TP allows one connection per server). Reserve L2TP for the device that requires it and run newer protocols everywhere else.
