VPN Services Offering Both WireGuard and OpenVPN, Ranked

Top 3 services that offer both WireGuard and OpenVPN

Each leader has a catch. The cheapest CitadelVPN tier excludes the protocol files: MAX costs €3.78 a month on a 2-year term. Xeovo stays silent about a kill switch and an audit, and unpublished features score as zero, dropping its security score to 1.1. Proton is the mirror case: audited policy, huge network, but a single cloaking option caps its bypass score at 2.4.

Which protocol to use on which network

WireGuard speaks UDP only, with no TCP mode, so a network that filters UDP kills it. That is why OpenVPN belongs in the reserve.

Why both protocols are not enough on censored networks

Bypass accounts for 40% of the page score and privacy for 21%. The weighting exists because deep packet inspection identifies WireGuard and OpenVPN on any port: WireGuard has no disguise at all, and inspection flags OpenVPN even on TCP 443. If a connection dies within seconds on a censored network, cycling ports or protocols between these two will not help; a third option is needed.

Of the 125, 62 publish some stealth mode, yet only 15 offer VLESS and 19 Shadowsocks; AmneziaWG appears five times. CitadelVPN and Xeovo earn bypass scores of 8.1 and 7.1 from protocols beyond the headline pair: VLESS, Trojan, Shadowsocks and Hysteria2 at the leader. Private Internet Access sits 24th despite an overall 5.13, because with no published obfuscation its bypass score is zero.

App toggle or config files

Apps usually place the choice under a Protocol menu, sometimes under another name. NordVPN's NordLynx is WireGuard underneath; Fexyn calls WireGuard "Fexyn Bolt" and OpenVPN "Fexyn Secure". An Automatic setting may quietly pick OpenVPN and cost speed, so choose manually.

Config files matter for routers and Linux boxes; only 35 of the 125 publish them, and some providers reserve them for higher tiers, so check your plan before paying. Keep one WireGuard profile for daily traffic and hold an OpenVPN profile on TCP 443 back for restrictive Wi-Fi. A kill switch (79 services publish one) stops leaks if the tunnel drops on hotel networks.

What is in this list of 125

The page spans 87 consumer VPNs, 24 free or mobile apps, 7 VPNs inside security suites, 4 decentralised networks, 2 gaming VPNs and 1 Smart DNS product. Only 21 of the 125 carry an independent no-logs audit. Paid plans start at €0.71 a month, median €2.75. Scores reflect only what providers publish, with unannounced features counted as zero.

FAQ

Which service to pick

Need censorship resistance plus both protocols as files: take the leader's MAX plan, accepting the higher price and 14-day refund window. Xeovo delivers both protocols on the base plan with four WireGuard ports, though no audit is published and crypto payments are non-refundable. If a large network, an audited no-logs policy and a free tier with unlimited data come first, Proton fits, unless severe censorship is your situation. Where both WireGuard and OpenVPN fail, the censorship-focused ranking is a better start, and the WireGuard project site documents the protocol itself.
