Netherlands VPN Compared: Dutch Exit Servers, P2P Rules and Streaming Claims

What a Dutch exit is actually for

Amsterdam hosts AMS-IX, one of Europe's main peering hubs, so networks meet there and pings from London, Paris or Berlin stay short. That makes a Dutch server a solid nearby exit for travellers in Western Europe. People also use it to reach Dutch banking, shops that reject foreign addresses and the public broadcaster's player from outside the country. Note the distinction: this page covers the server location, while whether the company itself is registered in the Netherlands is a separate question, see the jurisdiction page. Only 3 of the 139 providers are Dutch-registered (Surfshark, JamboVPN, VPN Nederland), and 59 do not publish their jurisdiction at all.

Top three side by side

All three claim 10 Gbps ports. The privacy gap is wide: CitadelVPN scores 9.3 there against Surfshark's 4.4, partly because Surfshark sits in a Nine Eyes country, which costs points regardless of how well the network performs. FastestVPN is the budget pick at €0.71.

Why the 40% network weight reshapes the order

Network counts for two fifths of the page score, privacy for only a fifth. Large fleets with fast ports climb; small privacy-first shops fall. TorGuard lands fourth on network strength of 8.3. IVPN is sixth with a privacy sub-score of 9 but a network mark of just 2.5, and Mullvad sits seventh with 4.4 on network. If privacy outweighs server count for you, look at that column instead of the overall position.

P2P through a Dutch server: the rules

Torrenting is allowed at 32 of the 139 services, partly allowed at 6, refused at 7, and 94 publish no P2P policy at all. Dedicated P2P locations are rarer still: only 24 name them. Among those with a Dutch P2P spot: MonVPN (Canada, Luxembourg and the Netherlands), CactusVPN (Amsterdam is one of its seven P2P locations) and VPN Nederland. Dutch law forbids downloading from unlicensed sources since 2014, whatever exit IP you use, and rights holders do watch swarms.

Streaming claims and what they don't promise

34 providers claim Netflix, 21 BBC iPlayer, 9 Disney+ and 9 Prime Video. These are the providers' own statements, written for no specific country and never tested from a Dutch exit here. A claim tells you nothing about which catalogue a Dutch IP unlocks. Test inside the refund window: connect to the Amsterdam server, check the app you care about, and cancel in time if the library is wrong. FastestVPN, for instance, claims a US Netflix server only; CitadelVPN claims all four services.

Real hardware or a label?

Two providers admit virtual locations (VMP VPN for US and Canada, FlowVPN for Bahrain), neither concerns the Netherlands. Eight state all locations are physical, and the remaining 129 say nothing. Only 12 providers say they own their hardware; most of the list does not disclose whether it owns or rents. A quick check after connecting: an IP lookup plus a ping test. A Dutch IP with transatlantic delay is being routed from somewhere else.

The 139 in numbers

Manual setup, server addresses and free tiers

A Netherlands VPN server address usually means a hostname for a router or a native WireGuard/OpenVPN client. The 41 providers that publish configuration files give you that; app-only services don't. Free tiers exist at 57 services, but they tend to choose your location and cap data, so the free VPN page sorts those out separately.

FAQ

Which one to pick

For an all-round Dutch exit with strong privacy, CitadelVPN leads the page on privacy, security and network alike. If you prefer a Dutch-registered company, Surfshark fits, with Nine Eyes jurisdiction as the trade-off. On a tight budget FastestVPN costs least and has the longest refund window of the three. Whichever you take, test the Dutch exit before the refund deadline passes.
