Choosing a Germany VPN: Who Runs Servers in Germany and What They Log

A German exit IP solves two problems. From abroad, a German address is what ARD and ZDF Mediathek, banking apps and portals check for, so a foreign IP can get you blocked; inside Germany a local server keeps latency low on café Wi-Fi. VPNRadarLab ranks all 152 services that list Germany on this page; 133 of them have enough published data for the main ranking. CitadelVPN leads at 8.63, then Surfshark at 5.94 and FastestVPN at 5.63. Plans start at €0.57 a month; the median is €3.22. Only 14 of the 152 show an independent no-logs audit. Read more

What a German address is for, and where it hurts

Abroad, the German IP is what the Mediathek catalogue, a bank that flags a foreign login, and public portals look for. At home, the gain is speed: a nearby German box handles the café network with minimal delay.

Torrenting is the wrong job for this location. Rights holders watch torrent swarms for German addresses, and P2P with copyrighted material carries real legal risk there, so route it through another country.

CitadelVPN, Surfshark, FastestVPN side by side

	CitadelVPN	Surfshark	FastestVPN
Page / overall	8.63 / 8.74	5.94 / 5.3	5.63 / 4.67
Registered	Panama, no alliance	Netherlands, Nine Eyes	Cayman Islands, no alliance
Network	41 countries, 1000+ servers	100 countries, 4500+ servers	49 countries, 800+ servers
Logs	no IP, no session times	IP and times 15 min	day, duration, bandwidth
RAM-only	yes	yes	not stated
Cheapest plan	€1.38/mo	€2.14/mo	€0.71/mo
Refund / trial	14 days / 5 days, no card	30 days / 7 days, card required	31 days / none
Renewal	one-off payments	automatic	automatic

All three pass a no-logs audit and ship WireGuard with a kill switch. The gap comes from one thing each: Surfshark loses privacy points (4.4) because it stores your connecting address and session times for fifteen minutes after a session, and it is Dutch, inside Nine Eyes. FastestVPN scores 2.5 on security and zero on bypass, having published neither a stealth mode nor RAM-only hardware, and its Netflix claim covers a US server only.

German law rules the server, not the brand

The machine in Germany can be taken under German rules regardless of where the operator is incorporated. What matters is what that machine keeps.

What the 152 publish	Yes	Partly	No	Not stated
Connection IP stored	18	15	67	52
Session times stored	31	13	33	75
RAM-only servers	9	3	1	139
Independent no-logs audit	14	0	57	81
Warrant canary	9	0	34	109

Silence is not a denial: a policy that skips timestamps has not excluded them. Four of the 152 are registered in Germany, a separate question answered on the jurisdiction page. The page weighting puts 40% on the network sub-index, which is why TorGuard (privacy 2.3, network 8.3) takes fourth place while IVPN, privacy 9 but network 2.5, sits sixth despite a higher overall score of 5.77.

Choosing the actual German location

Whether the German location is real is a question most providers avoid: two admit virtual locations, six state the opposite, and 144 say nothing. City counts, published by 36, describe the whole network, not the German footprint. Seventeen claim 10 Gbps servers.

If a bank or portal keeps blocking shared addresses, ask for a fixed one: 29 providers offer a dedicated IP option, 20 a static one, 8 residential.

Price, renewal, and the free route

Sixty-nine services switch auto-renewal on by default, so the cancel date matters more than the headline price. The refund period serves as your test run: 98 publish one, 57 offer a trial, but 19 of those want a card. PayPal is accepted by 72, crypto by 64, cash by five.

Free plans exist at 70 services, 29 of them confirmed to carry ads; the free VPN for Germany page sorts them out.

FAQ

Is a VPN legal in Germany?

Yes. Freedom House rates Germany "Free" in its Freedom on the Net 2025 report; what you do through the tunnel still falls under copyright and platform rules.

Will ARD and ZDF Mediathek work?

Nothing on the page is tested live from a German IP, and streaming claims are the providers' own. Verify inside the refund period.

Do I need a German company for a German IP?

No. What matters is a machine in Germany; the operator can sit anywhere.

Can I get DAZN or Netflix Germany this way?

DAZN is claimed by one provider, Netflix in some form by 34. Both are promises until tested.

Which Germany VPN to take

CitadelVPN leads on both scores and logs neither IP nor session times, with a Panama registration and one-off payments. 100 countries is the largest network of the three, and it belongs to Surfshark, which also carries a Deloitte-audited no-logs claim and a 30-day refund. €0.71 a month is the lowest entry price of the three, but with FastestVPN the subscription auto-renews and connection times end up logged.
