Ukraine VPN: Providers With Ukrainian Servers and What They Disclose

Two readers, two different needs

If you live abroad, you want an exit address that reads as Ukrainian: it can open streams like 1+1, ICTV or Inter, and it can make bank or public-service portals less likely to question your traffic. It cannot fix everything, since bank apps may also check your SIM or device. Inside Ukraine, the exit country barely matters; what you need is encryption on café Wi-Fi and mobile data. One caveat for the diaspora case: a server physically in Ukraine follows Ukrainian law, including its official site-blocking lists, so content blocked there stays blocked through that exit.

The top three side by side

What costs each of them points

All three run WireGuard and publish an audited no-logs policy. Surfshark loses privacy ground (sub-index 4.4): a Nine Eyes jurisdiction, a mandatory email and session data retained for fifteen minutes past a session. FastestVPN discloses little about security (2.5) and publishes no stealth mode, and its dedicated IPs stop short of Ukraine. CitadelVPN's weak spot is the 14-day refund window, half of what the other two allow; it also has no auto-renewal and a 5-day trial without a card.

Why big networks outrank strict ones here

The network pillar carries 40% of the page score, so long server lists climb over small privacy-focused services. IVPN and Mullvad score high on privacy and lose on network size and price. If raw privacy is your goal, check their cards before settling for the podium.

What the 52 providers actually publish

The gap is the point: 47 of 52 say nothing about whether their Ukrainian location runs on real hardware or a relabelled foreign box, and a specific city is rarely confirmed, so ask support before paying if that matters to you. Six services log your connection IP (Le VPN, FlyVPN, VPN Jantit, 7VPN, BullVPN, Super Free VPN), and Urban VPN carries a known public security incident. One provider, VPN Private, is registered in Ukraine itself; it sits among the five excluded from the main ranking for low transparency.

Free Ukrainian servers and what they cost you

Twenty-four of the 52 services offer a free tier, and ads are confirmed in seven of them. Four of the six connection-IP loggers run free plans. Heavily used free exits are also the ones banks and streaming sites refuse first. The free Ukraine VPN list ranks all 24.

Test the address before the refund window closes

The money-back period is your real trial. Connect, check where the IP geolocates and confirm it reads Ukraine, then clear cookies and app data so the target site forgets your old region. Open the exact channel, bank or portal you came for. If it balks, try a different Ukrainian server: one flagged address happens, two in a row means move on. Obfuscation is published by 21 of 52 and helps where VPN traffic gets throttled.

FAQ

Which one to pick

CitadelVPN: the highest page score, no auto-renewal, a 14-day refund. Surfshark: the largest network of the three, with weaker privacy wording. FastestVPN: the lowest monthly price of the three, with the thinnest disclosure. For neighbouring exits, the European server map covers them country by country.
