VPN With Peru Servers: Where to Get a Peruvian IP and How Much Privacy You Keep

Twenty-one consumer services list Peru among their server countries, and this page ranks all of them using only what the companies themselves publish: policies, audits, prices and server lists. No speed or unblocking tests were run. The top three by page score are CitadelVPN (8.63), Surfshark (5.94) and LunoVPN (5.04), with network size counting for 40% of that score and privacy for 20%. Why connect through Peru at all

Most searches for a Peruvian IP come from abroad. A bank account, a SUNAT tax filing, a wallet like Yape or a local TV service can each add friction when the login arrives from Miami: extra verification codes, a dropped session, a region notice. An exit inside Peru erases that signal. It does nothing about GPS, a foreign SIM or device language, so for stubborn apps open a browser with cleared cookies instead.

Inside Peru the reasoning flips. On hotel and café Wi-Fi a tunnel hides your traffic from everyone sharing the network, and from the carrier's view of which sites you open.

Decree 1182: what carriers keep and what a tunnel hides

Legislative Decree 1182, adopted in July 2015, obliges Peruvian telecom providers to store metadata on who communicated with whom, for how long and from where, for one year plus 24 more months in storage. Police can obtain real-time phone location without a warrant. A VPN changes part of this: the carrier then sees only that the device talks to a VPN server, not which sites it opens. Phone location and call records stay with the operator. Where the provider is registered decides whose legal requests it must answer.

The catch with each

CitadelVPN has the shortest refund window of the three, 14 days, and its no-logs audit (dated 2026) names no auditing firm. Surfshark's privacy policy keeps user ID, IP and timestamps for up to 15 minutes after each session, which explains its privacy sub-index of 4.4, and the Netherlands sits in the Nine Eyes alliance. LunoVPN lists 46 countries where it claims 65+, the reason its network score (4.1) trails the others; it does accept Monero and signs you up with a random 16-digit account number instead of an email.

Privacy-first options further down

The 40% network weighting pushes privacy specialists down this ranking. IVPN holds the second-highest overall score of the 21 (5.77, privacy 9.0) yet drops to fourth here because its network sub-index is only 2.5. Mullvad is fifth (overall 4.78). Both accept cash, along with Le VPN; only 3 of the 21 do.

Testing the Peru location before the refund closes

Transparency is poor here: 16 of the 21 say nothing about whether the Peruvian server is physical, and only 3 state it outright (IVPN, TunnelBear, SwizzVPN). No provider names a Peruvian city, and the city counts published by 7 are network-wide totals. A virtual location is a machine in another country whose IP is labelled Peru; latency exposes it. Look the IP up in a couple of geolocation databases, then ping the server: a genuine in-country host answers quickly from neighbouring countries, while a long round trip suggests the hardware sits in the US or Europe. Money-back guarantees are published by 16 of the 21, and one more offers one only partly. Free trials exist for 8, and 5 services require a card for theirs. Fail the test, claim the refund before the window shuts.

Free servers and the red flags

Eight of the 21 offer a free plan. Four services carry red flags: Le VPN, ZenVPN and 7VPN store connection IPs per their privacy policies, and Urban VPN's browser extension was reported in December 2025 to harvest users' AI chatbot conversations. A free Android app promising a Peru IP with no identifiable operator behind it deserves the most suspicion.

FAQ

Is a VPN legal in Peru?

Yes. Using one is legal, but routing traffic through a VPN does not make an otherwise illegal activity legal.

Can I pay without a bank card?

Crypto is accepted by 11 of the 21, cash by three, and nine allow anonymous sign-up.

How many devices does one plan cover?

All three leaders allow unlimited devices, so a single plan covers a household.

Shortlist by what you need

Most countries among the top three plus the best apps and support score on the page (9.0): Surfshark, but switch off auto-renewal at checkout, since 12 of the 21 enable it by default. Cheapest long plan without auto-renewal: CitadelVPN at €1.38 a month, one-off payments, 5-day 5 GB trial without a card. Most anonymous setup: Mullvad or IVPN, cash payment, no email. Whichever you pick, verify the Peru server is physically in the country while the refund window is still open.
