Norway VPN: Norwegian Servers Compared on Network, Audits and Price

Short answer for a Norwegian IP

A Norwegian exit gives you an IP address that sites geolocate to Norway, which a Norwegian abroad wants when opening NRK TV, a Norwegian bank or other home sites. Start with the three leaders and use the refund window to test those sites yourself, since no score here verifies them. The bottom twelve of the list all score under 2.5, so the order matters here more than usual.

CitadelVPN, Surfshark and FastestVPN compared for Norway

All three sell a dedicated IP, though the data does not show which countries it covers, so confirm a Norwegian one is available before buying. A dedicated address gives you the same IP at every session instead of a shared rotating one.

Why the 40% network weight reshuffles the order

The network sub-score counts countries, servers, 10 Gbps ports and streaming claims; it never pings the Norwegian box itself. That lifts wide networks and pushes small privacy-first services down: TorGuard reaches 4th place here despite being 27th in the main ranking (network 8.3, privacy only 2.3), while IVPN, the strongest overall scorer after CitadelVPN on this page, drops to 6th on a network sub-score of 2.5. Read this list as one where big networks come first, then check privacy separately.

Server in Norway, company elsewhere

Only one provider on the list is registered in Norway: Borderless VPN, 59th with a page score of 1.92. The remaining services run servers in Norway, but 17 of the 62 do not disclose their company country, and among those that do, the USA leads with 13. Norway counts as a Nine Eyes country on this site's grouping, and it is outside the EU but part of the European Economic Area, which extends EU internal-market rules there (in force since 1 January 1994, per the European Parliament fact sheet on the EEA). For the privacy score, the company's home country is what decides the surveillance-alliance factor, not the server.

NRK, banks and streaming claims

The site does not track NRK TV, BankID or Norwegian bank access, so no provider earns credit for unblocking them, and you have to test those sites yourself inside the refund period. The streaming claims on vendor pages (Netflix by 22 providers, BBC iPlayer by 11, Disney+ by 7, Prime Video by 4) are general claims by the providers, not results measured from a Norwegian IP.

Weak spots across the 62

Six services carry a red flag: four log connection IPs (Le VPN, FlyVPN, ZenVPN, 7VPN) and two had a public security incident (Urban VPN, Avira). A red flag caps the overall score at 6.0. None of the 62 admits to virtual locations, so the only honest check is inside the refund window: connect, run a geolocation lookup, try the Norwegian services you need, cancel if they fail.

FAQ

Bottom line

Try CitadelVPN, Surfshark or FastestVPN first, test the Norwegian exit with your real sites during the refund period, and check the audit list of VPNs with a no-logs audit if logging is your main concern. Skip the red-flagged ones entirely.
