Italy VPN Ranking: Services With Italian Servers, Scored on Network and Privacy

Why an Italian exit at all

Most readers live abroad: RaiPlay, Mediaset Infinity, DAZN Italia and Sky Italia check the exit address, Serie A streams fail with a regional error, and Italian banking apps demand one-time codes once a foreign IP appears. The second audience is already in Italy, say on hotel Wi-Fi, where any nearby server keeps latency low. Italian telecom operators must retain traffic data for up to six years under a 2017 law, a local reason to use a tunnel at home.

AGCOM's Piracy Shield, live since 1 February 2024, makes registered providers block rightsholder-reported sites and IP addresses within 30 minutes without a judge, and now covers VPN and DNS providers; Cloudflare was fined €14 million for not registering and is appealing. Overblocking around Serie A matches has been reported. An Italian exit inherits Italian blocks, so a page dead at home usually needs a server in Switzerland or Austria.

The three leaders and what each trades away

All three publish an independent no-logs audit and run large fleets. CitadelVPN's weak point is its refund window: 14 days, the shortest of the three (Surfshark 30, FastestVPN 31). Surfshark scores 4.4 on privacy for logging your IP and timestamps until 15 minutes after a session, its Nine Eyes home and a mandatory email. FastestVPN posts 2.5 on security and 0 on bypass, publishes no stealth mode, and its refund excludes renewals and crypto payments.

Page score versus the main ranking

Network carries 40% of the page score, privacy 20%, security 13%, price and terms 10%, bypass 10%, apps and support 7%. That lifts TorGuard to 4th despite a privacy sub-index of 2.3 (overall 4.15) and holds IVPN at 6th even though its privacy sub-index is 9 (overall 5.77). Readers who value a clean logging policy over fleet size should sort the page by privacy instead.

Milan, Rome or just "Italy"

5 providers state that their server locations are physical, 1 admits virtual locations, 82 do not say. 21 publish a city count, but it describes the whole network, not Italy; 8 claim their own hardware (2 more partly). Verify yourself: connect, check two separate geolocation sites, and see whether the latency looks like a hop to Milan. For banking, a dedicated or residential Italian address draws far fewer flags than a shared datacenter range; dedicated IP is offered by 21 of the 88, residential by 6.

The 88 at a glance

"Not stated" means the provider does not publish the fact, which is not a confirmed no. Streaming claims come from providers; the page does not test unblocking.

Free Italian servers and Chrome extensions

34 of the 88 have a free plan; 9 confirm ads in it and 8 publish a free data allowance. A browser extension, offered by 25 (2 more partly), swaps the address only for browser traffic, so the RaiPlay or DAZN app on a phone or TV still sees the real one; that works for a blocked news site, rarely for a full match. A free VPN with Italian servers is a full app with limits (ads or data caps) that most providers do not publish.

FAQ

The short answer for Italy

The page order (CitadelVPN 8.63, Surfshark 5.94, FastestVPN 5.63) follows network weight, so treat it as a streaming and network ranking. A privacy-first reader re-sorts the list by the privacy column. Check the exit's geolocation during the refund period and keep a dedicated IP for banking. Use a server outside Italy for sites blocked inside it.
