Free Ukraine VPN: Who Gives Free Users a Ukrainian Server, and at What Cost
A free Ukrainian IP address exists, but on exactly one published free-servers list: FlyVPN. Four more services let free users into their entire location map, Ukraine included, while the rest either hide Ukrainian servers behind payment or never publish what the free tier reaches. Of the 24 services on this page, 19 had enough published data to rank, and none of the top three names Ukraine as a free location. Read more

A Ukrainian server in the network vs one on the free plan
The selection rule here is a free plan plus Ukraine somewhere in the server catalogue. That does not mean Ukraine sits on the free tier: a Ukrainian exit in the paid network tells you nothing about what unpaid users get. The catalogue spans 13 consumer VPNs, 9 free or mobile-first apps and 2 gaming VPNs, with paid plans starting at €0.86 a month.
FlyVPN and its single free Ukrainian server
FlyVPN publishes the clearest case: its free tab lists 23 servers, one of them in Ukraine, the rest mostly Asian and American exits. A single machine per country means every free user who wants that flag shares it, and the provider publishes no data or speed limits for these servers. Session records tie your local IP, connection times and the assigned VPN address together, and there is no no-logs promise. One review found the Windows kill switch ("Network lock") not working, so a dropped tunnel could leak on that platform. Paid plans start at €4.27 a month with a 30-day refund; an email is needed for an account.
Four free plans that open their whole map
| Service | Free locations | Data | How the free plan is paid for |
|---|---|---|---|
| VPN Jantit | ~70 listed countries | unlimited | site ads, 7-day accounts |
| Super Free VPN | all 31 menu countries | unlimited (claim) | your spare bandwidth, shared |
| 1ClickVPN | full 52-country list | not stated | your device as a residential proxy |
| Power VPN | "all Premium features free" | unlimited (claim) | in-app ads |
The last column is the price. 1ClickVPN itself warns the proxy model "will slow your device … reduce security". VPN Jantit is the least invasive route: unlimited data, no registration, at most 2 devices (1 on WireGuard), but accounts expire after 7 days, the limit is 2 accounts per user with a daily creation quota, and connections run through third-party clients with no no-logs policy. Power VPN lists only an Android app and is registered in India. If ads bother you elsewhere, the free VPNs without ads ranking covers the services that skip them.
Free tiers that keep Ukraine paid or unpublished
BelkaVPN, second here, restricts its free account to US and Canadian exits in the browser extension. CactusVPN gives free users Smart DNS only, which alters DNS answers, not your IP, so no Ukrainian address results. UFO VPN names free servers on its landing pages without Ukraine among them. SwizzVPN offers 2 free servers, StelsVPN caps at 300 MB a day, WorldVPN at 200 MB, OkayFreedom at 500 MB a month on one Windows device. Urban VPN does not name its free territories, funds itself through browsing-data insights, and in December 2025 its proxy extension was reported harvesting AI chatbot conversations.
Scores of the top three and the 40% value weight
| CitadelVPN | BelkaVPN | CactusVPN | |
|---|---|---|---|
| Page score | 8.38 | 5.15 | 4.46 |
| Cheapest paid | €1.38/mo | €2.36/mo | €3.41/mo |
| Refund | 14 days | 30 days | 30 days |
| Trial | 5 days, no card | 7 days | none |
| Free tier reaches Ukraine | not published | no | no (DNS only) |
| No-logs audit | yes (2026, auditor unnamed) | no | yes (Securitum) |
The ranking weights value at 40%, privacy at 21.2%, security at 14.1%, bypass at 10.6%, network and platforms at 7.1% each. That is why BelkaVPN sits 23rd and CactusVPN 25th in the main ranking yet take 2nd and 3rd here: trial length, refund terms and free plans decide this page. Among the top three, CitadelVPN has a 5-day trial without a card (5 GB, up to 2 devices), BelkaVPN a 7-day trial without upfront payment, and CactusVPN no trial at all. Readers ready to pay regularly will find the Ukraine servers ranking more useful.
Logs, audits and company registration
Independent no-logs audits cover 3 of the 24 services. Seven do not publish where the company is registered; Panama, Hong Kong and Germany account for two each. VPN Private is registered in Ukraine itself and stays outside the main ranking for publishing too little. Kill switches are documented by 14 of 24 providers. How free services can be funded by your data is explained in the EFF guide on choosing a VPN.
FAQ
Can I get a Ukrainian IP for free on Windows?
Yes: FlyVPN's free Ukrainian server, or a full-map plan with a desktop app such as Super Free VPN. Expect session logging or bandwidth sharing in the trade.
Is there a free Chrome extension with a Ukraine server?
Some extensions cover it, but they act as browser proxies: only tab traffic changes route, other apps keep your real address.
How do I check that the address really reads as Ukrainian?
Connect, open an IP lookup site, then clear cookies before visiting the service you care about.
Which free route to a Ukrainian IP to take
One-off visits to Ukrainian pages: FlyVPN's named free server, accepting that your real IP lands next to the Ukrainian one in session logs. Regular use: a trial from a service with a Ukrainian server, then a paid plan chosen on the Ukraine servers ranking. Full-map free plans work too, but two of the four (Super Free VPN and 1ClickVPN) turn your device into an exit for strangers, while VPN Jantit and Power VPN are paid for by ads.
