Best Cheap VPNs Under €3 a Month, Ranked on Price and Fair Terms

What makes a VPN "cheap" on this page

The threshold: a paid plan at a per-month rate below €3, with nothing charged at zero. The floor here is €0.36, the median €2.14. The list mixes segments: 116 consumer VPNs, 28 free or mobile apps that sell a cheap tier, 7 Smart DNS services, 6 decentralised networks, 6 VPNs inside security suites and 4 gaming VPNs. Compare like with like before looking at prices.

How the ranking weighs price against everything else

Price and terms take 40%, privacy 21%, security 14%, censorship bypass 11%, network and apps plus support 7% each. Inside the price block, points come from a low figure plus fair billing: refund window, crypto payment, trial without a card, self-service cancellation. A renewal jump costs points, so fair terms move a service up as much as a low number does.

Top three cheap VPNs compared

All three back their no-logs claims with outside review and cover the main platforms. The gap opens on billing and blocking resistance. CitadelVPN sells one-off terms, so nothing renews by itself, but the PRO tier stops at 50 GB a month (VIP and MAX unlimited). X-VPN and Surfshark auto-renew while keeping the second-term price hidden, and each scores 1.9 on censorship bypass, a weak point on filtered networks. X-VPN allows 5 devices against unlimited on the other two, which changes the cost per person in a household.

What the low price really costs over time

The headline belongs to the longest term: X-VPN asks €10.31 monthly versus €2.57 on the two-year deal. Across the list, 145 services publish a monthly plan, 146 a one-year price, only 48 a two-year figure, 11 sell lifetime plans. Auto-renewal is on by default for 78, silent about it: 79. An undisclosed renewal figure hides what the second term costs. If it is missing, diary a cancellation a week before expiry, or pick from providers whose renewal rises by 10% or less. Refunds, trials and free plans

A money-back guarantee is the cheapest insurance: 113 of 167 offer one, 22 refuse, 30 say nothing. Check the fine print: X-VPN excludes crypto from refunds, Surfshark limits its 30-day window to a first purchase. Trials are thinner: 76 services have one, and 16 of them take card details up front, so missing the date means buying a subscription. A card-free trial removes that risk; CitadelVPN's 5-day trial needs none (5 GB, 2 devices). A free tier works as an extended test, and 74 services keep one alongside paid plans. If long contracts are not for you, see monthly plans under €5.

Where budget services cut corners

On evidence, mostly. Just 20 of the 167 have commissioned an independent no-logs audit, 60 admit they have none, 87 publish nothing. 71 never name their country of registration, 41 sit in 5 Eyes countries, 60 leave their alliance status unknown. Security basics are uneven as well: a kill switch is confirmed for 84 (3 partial), WireGuard appears in 78, and only 48 document DNS leak protection. Scores reflect published facts only, so an unconfirmed claim earns nothing; when the legal home is hidden, the privacy policy reads as marketing.
