What Turkey blocks and how quickly it changes
Restrictions arrive in waves tied to political events, then lift. Freedom House rates the country 31 of 100 and "Not Free" in its Freedom on the Net 2025 report, documenting the nine-day Instagram block of August 2024, 42 hours of social media throttling during the March 2025 protests over Istanbul's mayor, and a week of throttling in Kayseri Province. Discord stays blocked. Set everything up before arrival: bans appear without notice.
Why ordinary VPN connections die on Turkish networks
Law No. 5651 allows blocks on websites and on the tools that route around them, VPNs included; until 31 July 2026 the regulator BTK ordered them, and since then Law No. 7590 has placed that power with the Cybersecurity Presidency (Siber Güvenlik Başkanlığı). Private use is lawful; what you do through the tunnel falls under Turkish law, as our legality page explains. The practical issue is DPI: a plain OpenVPN or WireGuard session gets fingerprinted and dropped fast, and vendor sites are often filtered, so downloads may fail after landing.
Traffic resembling normal browsing survives. VLESS, Trojan and Shadowsocks disguise the connection as HTTPS or random data; Hysteria2 runs over QUIC. Turkish filtering is reported to be less thorough than China's, and review sites say that many services with an obfuscated mode still connect there, while bare protocols fail first.

In the main ranking it sits 26th; here it rises because bypass carries 40% of the score. Proton shows the opposite picture: its large network carries only 7% of the page score, while the audited no-logs policy feeds the privacy share (21%) and helps keep it in the top three, but bypass stays low at 2.4 because Stealth is its only disguise and it publishes none of the proxy protocols. CitadelVPN publishes no mirror or Telegram channel and refunds within 14 days rather than 30.
