Where UAE law draws the line
Article 10 punishes those who commit an offence, or keep one hidden, behind an IP address that is false or borrowed; temporary imprisonment can accompany the fine. TDRA, the telecom regulator, has said companies, banks and institutions may run VPNs; the breach begins when protocol manipulation serves crime or fraud. A summary like this is no substitute for legal advice. The legality page covers the question in depth.
Calls and apps without a tunnel
In March 2023 the regulator cleared 17 VoIP apps, among them Microsoft Teams, Zoom, Skype for Business, Google Meet and Webex; ten more apps, mostly telehealth services, were added a year later. WhatsApp voice calls, Viber and FaceTime were still blocked according to Freedom House's 2024 report, which adds that pushing a banned calling service through a VPN is punishable. Install one of the cleared apps and test it after arrival; the separate list collects providers that claim calls work.

A service makes the list if it publishes an obfuscation (stealth) mode, names the UAE as a working country, or advertises that its calls connect there. 204 entries match; 151 carry enough published detail for the main score. Bypass weighs 40%, privacy 21%, security 14%, price 11%, servers and apps 7% each. No speed, call or blocking tests are run here: working on Etisalat or du is always the provider's own wording, and 11 of the 204 claim calls work in the UAE.

Xeovo owes second place to the 40% bypass weight: its protocol set is wide (VLESS, Trojan, Shadowsocks, AmneziaWG and more), yet the security figure of 1.1 reflects no kill switch, leak protection or audit in what it publishes. Proton runs its own Stealth protocol over TLS plus alternative routing, but lists no proxy protocol at all, and the bypass column counts exactly those; hence its 2.4 despite 20,000+ servers. CitadelVPN has the trio's shortest refund window and limits its cheapest tier to 50 GB.
Red flags further down the list
Apps with the Emirates in the title cluster near the bottom: VPN UAE: Unlimited VPN in UAE at place 125 discloses in its policy that usage data including your IP is kept. JustClick VPN is a separate case: it names the UAE in its marketing, holds place 204 and publishes no explicit no-logs claim. Read the policy before installing anything bought for a single trip.

FAQ
Can a tourist be fined just for having a VPN app?
Article 10 describes misuse: hiding an IP address to commit or conceal an offence. Owning the app is not what the clause describes.
Does a VPN browser extension cover the whole phone?
Only the browser. Banking and messaging apps travel outside it entirely.
Will my company VPN work in the UAE?
TDRA allows corporate VPNs, so on hotel Wi-Fi you are on the lawful side. Whether the tunnel connects is up to your employer's protocol.
Do I need a server located in the UAE?
Only when you are overseas and need an Emirati IP address; that is a separate task from this page.
