A visitor may use a VPN inside Saudi Arabia, and businesses across the Kingdom do so routinely. The boundary sits in Article 24 of the Telecommunications and IT Act (December 2022): circumventing internet filtering, or providing the means to, is prohibited. Where the law draws the line
CST filters internet content under the Telecommunications and IT Act. Article 24 bans defeating the filter by any means; Article 27 allows fines up to 25 million riyals. VPN apps are never named in the text. The Anti-Cyber Crime Law of 2007 judges the offence itself, whatever tool carried it. Anyone can ask CST to review a blocked site. Not legal advice.
What the filter touches, and what runs on its own
Per Freedom House, most calling apps worked as of June 2024, WhatsApp calls being the main holdout. Later reports are anecdotal: test your app on arrival and keep one that needs no tunnel, such as FaceTime. Tor's site and those of major VPN brands are blocked, so buy and install at home. A 2020 study found filtering mostly at the HTTP level, with some at TLS. Freedom on the Net 2025 scores the country 25 of 100, "Not Free".
The lawful work a tunnel does for a visitor
Hotel and airport Wi-Fi are shared; encryption keeps logins off them. Remote workers reach company systems as they would from any country. A home-country server stops your bank from questioning a sign-in from an unfamiliar place. No tunnel changes this: a local SIM is registered under your legal name with a national ID or residence permit and fingerprints.
How the ranking of 200 services works
A service qualifies by publishing an obfuscation (stealth) mode or claiming calls work in the UAE; 149 of the 200 supply enough published detail to enter the main list. The page score weights bypass at 40%, privacy 21%, security 14%, price and terms 11%, network and apps 7% each. VPNRadarLab runs no tests, so "works in Saudi Arabia" is a provider's claim; only 6 of 200 name the Kingdom.

Each leader carries a trade-off. Xeovo jumps from 26th overall to second because bypass weighs 40%, yet its security sub-index is 1.1: no kill switch, DNS leak protection, RAM-only servers or audit appear among its published claims. Proton's 2.4 on bypass reflects the absence of the proxy protocols that score counts; audits and a huge network keep it third. CitadelVPN has the shortest refund window and a 50 GB cap on its entry PRO plan (VIP and MAX are unlimited).
Apps that sell themselves on the Kingdom's name
Six services claim Saudi Arabia works for them. Four, SaturnVPN (196th), ConnectionVPN (197th), STAR SOL Saudi Arabia VPN (199th) and JustClick VPN (200th), sit at the bottom with security at 0 and privacy at 1.3 or lower; SaturnVPN is flagged for storing connection IPs. Mena VPN, 57th, is the best placed of the six. An app's title says nothing about data handling.
