Free VPN for Saudi Arabia Visitors: What Holds Up and What Runs Out

What the free list contains and how it is scored

The list holds 115 services, each offering something free of charge plus either a published stealth mode or a claim that calling apps work in the UAE. All 115 get a page score; 72 of them publish enough detail to enter the main ranking, while the other 43 stay out of it only because they publish too little. Getting past filtering weighs 40% of the score, privacy 21%, security 14%, price and terms 11%, network and apps 7% each. Legal questions and the state of calling apps are covered in the main guide for Saudi Arabia.

The three leaders when you pay nothing

What each leader holds back on the free route

CitadelVPN's trial is a one-off per account: 5 GB on two devices, no card required. Proton places no data limit, yet a single device and an exit country drawn from ten random ones make a laptop-plus-phone setup awkward, and Stealth is its only disguise, which explains the 2.4 bypass score. X-VPN skips sign-up and offers 26 free regions, but keeps its free data allowance unpublished and runs four ad SDKs that phone home while your traffic flows.

Free allowances measured against a stay

78 of the 115 say nothing about their caps, so the limit tends to arrive mid-journey. Ten gigabytes a month is enough for messaging and maps, not endless video calls.

Hiding the tunnel without paying

A filter flags plain WireGuard and OpenVPN far more readily than proxy-style transports dressed as ordinary HTTPS. Check the protocol list itself: across these services, 37 publish Shadowsocks, 22 VLESS/Reality, 20 Trojan and 17 Hysteria2. Some of the best bypass scores belong to bare clients that ship without servers: Hiddify and v2rayNG (bypass 6.7 each) need a server you supply yourself, MahsaNG (7.1) rotates donated configs that appear and vanish, and HTTP Custom (6.7) rides VPN Gate's free servers with ads that cannot be switched off. None of them enters the main ranking. On hotel Wi-Fi, a published kill switch is what stops a leak when the tunnel drops; only 45 of the services confirm they have one.

Ads, trackers and companies with no address

Fifty-three services admit to advertising in the free tier, sixteen say no, and 45 stay silent. Since an ad SDK sends device data to third parties while the tunnel runs, check the app on Exodus Privacy before installing. Worse, 54 of the 115 name no country of registration, so you cannot tell whose jurisdiction covers your data.

Trials as a stopgap for a short trip

A card-free trial lets you test paid stealth servers on a local SIM before any money changes hands. Only 27 services publish a trial length, and just 16 confirm no card is taken (7 admit a card is). Among the explicit ones: VPNEU gives 14 days on one device with no card, DuneVPN and BelkaVPN each claim 7 days without upfront payment. Twenty-four services also run a mirror site or Telegram channel, worth saving offline before you fly.

When you need a Saudi IP rather than a tunnel out

Appearing inside the Kingdom from abroad is a separate task. Only eight services on this page list a Saudi location, none among the leaders: DuneVPN (registered in Saudi Arabia, 10th here), Turbo VPN, and VPN Proxy Master - Safer Vpn, which names servers in Jeddah and Riyadh. The free VPN list with Saudi servers ranks those. An app with the Kingdom's name in its title proves nothing about data handling: STAR SOL Saudi Arabia VPN and JustClick VPN sit at 114th and 115th, both with a security sub-index of zero.

FAQ

The setup to install before you fly

Put two apps on your phone before departure: one built around a disguised protocol, one permanent free plan as backup. Enable the kill switch and save the provider's Telegram channel or mirror address.
