Best Free VPN for Pakistan: What Free Tiers Cap and Which Hide the Tunnel

How this list ranks free options for Pakistan

Every entry offers a way in without paying and publishes an obfuscation claim. Bypass carries 40% of the score, ahead of privacy (21%), security (14%), value (11%), network (7%) and apps (7%), so a lesser-known service with current stealth tools can outrank a household name. All 111 hold a page score, but only 70 publish enough data to enter the main ranking; the other 41 give too little information to be scored there. For PTA registration rules and the story of blocked apps, see the main Pakistan VPN guide.

CitadelVPN, Proton VPN and X-VPN on free terms

The weak spot of each free deal

Each of the three publishes an audit or attestation of its no-logs claim and ships apps for major platforms. The leader's limit is time: 5 GB covers days rather than a long stay, and the trial works once per account. Proton leaves data uncapped, yet the app picks your server out of ten random countries, blocks streaming and P2P, and its lone stealth mode keeps bypass at 2.4. X-VPN never states a free data allowance at all, and four ad networks fund the free tier, their SDKs sitting on your phone.

Data, speed and session caps against a real week of use

Only 37 of 111 state a free data allowance; the remaining 74 publish nothing, so any cap those apps carry shows up only when the app stops working. Published figures:

Hundreds of megabytes a day vanish after maps, chats and a few photos, while a 2 Mbps ceiling wrecks video calls. StelsVPN ranks fourth here on a bypass of 7.1, but privacy scores just 1.3, so treat it as a tool for getting through, not private browsing. A published kill switch, which stops leaks when the tunnel drops on hotel Wi-Fi, appears in just 44 services.

Ads and missing company details

Half of the free apps (50 of 111) admit to ads, 16 claim none, 44 keep silent, and ad-funded apps mean third-party SDKs talking to outside servers while the tunnel runs. Only 12 of 111 have an independent audit of their no-logs claim, and 52 never state where the company is based, leaving you unable to tell which law covers your data.

Getting past blocks without paying

Disguised protocols matter more than server counts. Filters recognise plain WireGuard (50 services) and OpenVPN (49) early in a blocking wave, while Shadowsocks (37), VLESS (22), Trojan (20) and Hysteria2 (17) pass as ordinary web encryption. The page's highest bypass scores partly belong to bare clients like Hiddify, V2Box, v2rayNG and Karing, which ship without servers: you bring your own key, and one wrong character in it kills the connection. Fetch v2rayNG from the developer's GitHub releases, since store copies share similar names. Set everything up before landing, save a spare config offline, and keep a provider's mirror or Telegram channel at hand (23 of 111 offer one) in case the site becomes unreachable locally.

When a trial beats a free plan

Just 27 of 111 publish trial length; across the list, 7 say the trial needs a card and 16 say it does not, with the rest silent. A card-free trial lets you test paid stealth tools on a local SIM or hotel Wi-Fi before paying. VPNEU gives 14 days on one device with no card, Fexyn 7 days card-free, LightningX VPN only 30 minutes after install. For a week or two abroad, a short trial backed by a refund on a cheap long plan beats any capped free tier; paid plans here start at €0.71 a month, median €2.80.

FAQ

The quick pick for a free VPN in Pakistan

Pick a service that publishes VLESS, Trojan, Shadowsocks or Hysteria2, install it before arrival, and keep a backup app ready. Proton's free plan stays the reliable option for unlimited ad-free data, while the CitadelVPN trial delivers the page's strongest bypass.
