What the PTA rules mean for a visitor
The regulator's free portal serves software houses, call centres, banks, embassies and freelancers. It wants a CNIC, company details, the IP address and VPN specifics; freelancers attach proof of ongoing work, and some applicants must get a fixed IP issued by a licensed provider. Registrations passed 30,000 by January 2026, and by then nine local companies had been licensed under the Class License for the Provision of Data Services (Pakistan Today). How blocking has played out
X was blocked nationwide in February 2024, and some VPN apps were briefly disrupted at the same time. The plan to stop unregistered VPNs after 30 November 2024 was dropped a day before the deadline, after the Law Ministry questioned its legal grounds. In late December 2025, several large international VPN apps were reported restricted again. Plain WireGuard and OpenVPN, whose handshakes filters recognise, fail first in such waves.

Why the gap between first and third is so wide
Bypass carries 40% of the page score, and the order follows it. Xeovo ranks 26th overall but rises here thanks to the proxy protocols it lists, while its security sub-index of 1.1 reflects what it does not publish: no kill switch, DNS leak protection, RAM-only servers or audit. Proton holds an independent no-logs audit, yet a single stealth option leaves bypass at 2.4, and its network counts for only 7%. CitadelVPN's small print: 14-day refunds and no mirror or Telegram channel. For a short stay the monthly price matters more than the 24-month rate; the cheapest paid plan on the list costs €0.71 a month, with a median of €2.86.
Setting up before you land
- Install the app and log in at home; a provider's site can be blocked locally, and only 42 of the 192 services offer mirror sites or a Telegram channel as fallback.
- Save a spare protocol or manual config (61 services publish them) so a dead server stays a quick fix.
- Switch on the kill switch, published by 92 services, so leaks stop when the tunnel drops on café or hotel Wi-Fi.
