Double VPN Providers: Multi-Hop VPN Services Compared
Fifty-seven services on our list route traffic through several servers in a chain, and only three of them, CitadelVPN, IVPN and Proton VPN, earn a page score above six. The ranking puts 45% of the score on privacy, so an audited no-logs record counts far more than a long server list or a low price. One thing to know before you read on: this site scores providers purely on what they publish, policies and price lists included, so speed benchmarks never factor in. If you want the mechanics of how two chained tunnels work, the glossary entry on double VPN covers that; here the focus is choosing. Read more

Top double VPN providers on this page
| Service | Page score | Overall | Registered in | From, a month | Refund | Trial or free | Multi-hop name |
|---|---|---|---|---|---|---|---|
| CitadelVPN | 8.87 | 8.74 | Panama | €1.38 | 14 days | 5-day trial | Double VPN |
| IVPN | 6.46 | 5.77 | Gibraltar | not published | 30 days | none | Multi-hop |
| Proton VPN | 6.09 | 6.12 | Switzerland | €3.00 | 30 days | free plan | Secure Core |
CitadelVPN includes Double VPN in the plan, payments are one-off with no auto-renewal, and the trial runs five days with 5 GB and no card. IVPN includes multi-hop on every plan, over WireGuard and OpenVPN, and signs you up with a generated account ID instead of an email. Proton VPN calls its version Secure Core: traffic enters through Switzerland, Iceland or Sweden, and only paid plans get it.
How the ranking decides the order
Privacy takes 45% of the score, security 16%, price and terms 12%, censorship bypass 12%, network and apps 8% each. All three leaders carry an independent no-logs audit and sit outside any surveillance alliance. IVPN scores 9.0 on privacy, but since its prices are not published in the site's data, price and terms sits at 2.9 and network at 2.5; that keeps its overall score at 5.77, below Proton VPN's 6.12, and only the 45% privacy weight lifts it to second here. Proton VPN runs a huge network (8.7) yet collects only 6.0 on privacy, because it requires an email and keeps connection IPs temporarily for abuse and fraud checks.
What a second server changes, and what it does not
The entry server sees your real IP but not the destination site; the exit server sees the site but not your IP. Whoever controls one machine gets half the picture, which is the entire point. The honest catch: when one provider runs both hops, all trust stays with that provider. A logging company still sees both ends, so the audit outweighs any hop count. Every extra leg adds latency and cuts throughput, and your route is limited to the pairs the provider offers. For the audited-only crowd: 14 of the 57 services carry an independent no-logs audit, and the dedicated list filters exactly those.
Double VPN, Tor over VPN and decentralised multi-hop
| Approach | Hops | Who runs the servers | Example on the list |
|---|---|---|---|
| Classic double VPN | 2 | One provider | IVPN, Mullvad, NordVPN |
| Secure Core | 2 | One provider, entry in CH/IS/SE | Proton VPN |
| VPN plus Tor | VPN then Tor relays | Provider plus volunteers | NordVPN Onion over VPN |
| Mixnet | up to 5 | Independent node operators | NymVPN |
Only 6 of 57 services offer Tor over VPN. NymVPN goes furthest: a 2-hop WireGuard mode plus a 5-hop mixnet that pads traffic with cover packets, hiding timing patterns at a real speed cost. Twelve of the 57 services are decentralised networks (dVPN), where the nodes belong to many independent operators instead of one company.
When to switch double VPN on
Enable it for protecting sources, hostile Wi-Fi, or research where correlation matters. Keep it off for streaming, gaming and big downloads, where latency punishes you and the second hop buys nothing. The kill switch stays relevant either way: if a leg drops, you want traffic stopped, not leaked to your ISP.
Double VPN FAQ
Does double VPN slow the connection down?
Yes. The traffic passes an extra server, so ping rises and throughput falls. Server distance decides how much.
Can I chain two VPN apps instead?
On a router plus a device, sometimes. Trust gets spread across two firms, though routing conflicts and leaks are common.
Is double VPN worth it on a free plan?
Rarely. A second hop fixes nothing in a weak logging policy, and Proton, for one, reserves Secure Core for paid tiers.
Which is safer, Double VPN or Onion over VPN?
Onion over VPN adds volunteer-run Tor relays, so no single company sees both ends, but the speed price is heavy.
Which provider to pick
CitadelVPN suits anyone who wants to test the service first: five days, no card, no auto-renewal. IVPN fits readers who want no email attached and payment in cash or Monero. Proton VPN works for those who want a big network plus a free tier for the apps, keeping in mind that Secure Core requires a paid plan and an email sign-up. And if an audit is non-negotiable, 14 providers on the list have one.
