Most Secure VPNs: The 10 Services Ranked on Security Alone
There is no single most secure VPN: ten services in the VPNRadarLab data clear the entry bar of 6 out of 10 on the security sub-score, CitadelVPN with all 14 points documented. The order follows that sub-score alone; privacy, price and bypassing play no part here, though all ten also appear in the main ranking. Read more

Why only ten clear the bar
The security sub-score adds up 14 points of protective features (kill switch, security audit, leak protection, RAM-only servers among them), converted to a 0-10 scale; anything not documented earns zero. Every point traces to published policies, audits and documentation, since VPNRadarLab runs no lab tests. Logging stays out of this number; it belongs to the privacy sub-score.
Same score, different gaps
NymVPN and NordVPN share 7.14 but fail differently: the former lacks documented DNS leak protection and RAM-only servers, the latter a recorded audit and open-source apps. The 6.07 tie splits three ways: no DNS leak record at Surfshark, no RAM-only servers at Cryptostorm, no multi-hop at VpnHood!. For a seized server the RAM-only gap hurts most (NymVPN, Cryptostorm, VpnHood!); for a flawed client, the audit gap (NordVPN, Cryptostorm).
What the policies keep
Seven of the ten carry an independent no-logs audit; NymVPN, Cryptostorm and VpnHood! have none. That differs from a security audit of apps or servers (list of audited VPNs).
| VPN | Jurisdiction | No-logs audit | What the policy keeps |
|---|---|---|---|
| CitadelVPN | Panama | yes | no connection IP |
| IVPN | Gibraltar | yes | no connection IP |
| Proton VPN | Switzerland | yes | temporary IP logs for abuse, email required |
| NordVPN | Panama | yes | last session info, wiped within 15 minutes |
| Surfshark | Netherlands | yes | user ID, IP, timestamps, deleted within 15 minutes |
| OllaVPN | not stated | claimed, auditor not named | last handshake per device, email required |
| VpnHood! | USA | no | client IP and port for 30 days, plus session times |
| LunoVPN | USA | yes | no connection IP |
| Cryptostorm | USA | no | no connection IP |
| NymVPN | Switzerland | no | no connection IP stored; session duration only in opt-in statistics |
VpnHood! shows the split at its sharpest: 6.07 on security, 0 on privacy, because its policy holds your client IP and port for 30 days. Jurisdiction decides which courts can demand what the provider holds: three of ten are US companies, five sit outside every surveillance alliance. The privacy-side ranking orders these names differently.
What is the most secure VPN protocol
WireGuard, and nine of ten ship it. The code base fits in under 4,000 lines and the primitives are fixed, with no cipher negotiation to misconfigure (the technical whitepaper has the details). OpenVPN is the fallback where UDP gets throttled, offered by six of ten. Post-quantum key exchange is documented by six of ten: IVPN runs quantum-resistant WireGuard key exchange by default, OllaVPN a hybrid ML-KEM-768 handshake. Perfect forward secrecy is the rarest documented entry (three of ten). To get past DPI, use obfuscation: eight of ten have a stealth mode, the other two only a partial one.
Matching the shortlist to your threat
- Server seizure: RAM-only servers plus an audited no-logs claim (five of ten run diskless infrastructure).
- A traceable account: sign-up without email, payment in cash or Monero (IVPN allows both).
- Censored networks: multi-hop plus stealth mode.
- Tight budget: cheapest plan €1.38 a month, median €3.00; four of ten have a free tier, most refund within 30 days.
Most secure VPN FAQ
What is the most secure VPN?
By documented feature coverage: CitadelVPN (10.0), then Proton VPN (7.86) and IVPN (7.5).
Can the FBI track NordVPN?
A court can demand whatever records exist. NordVPN sits in Panama outside every surveillance alliance, requires email at sign-up, deletes last session info within 15 minutes, and has had its no-logs claim independently verified five times since 2018.
Is a free VPN ever the most secure choice?
Only if the no-logs claim is independently audited. VpnHood! has a security audit on record (Include Security) but no independent no-logs audit, and its policy holds your client IP and port for 30 days.
Is the most secure VPN also the most private?
Not always: IVPN scores 9 on privacy against Proton VPN's 6 while sitting lower on security, so the two sub-scores measure different things.
The short version
Pick by your threat first, then the score, and check what the security number hides: the privacy policy and the jurisdiction. Confirm the tunnel with a DNS leak test after install.
