Turbo VPN is published by a private company from Singapore with registration number UEN 201812738K. The site lists that same company as the parent, and the service names no other owners. Singapore is not part of the 5/9/14 Eyes alliances, the company has a data protection officer with a dedicated email address, and support replies from an address on the developer's domain.

Who is behind the Singapore company

The chain was traced further by Tech Transparency Project in a 2025 investigation. According to the Singapore registry, the sole shareholder of the Turbo VPN developer is registered in the Cayman Islands. The Chinese company Qihoo 360 reported in its 2019 annual report that it had bought this shareholder and two more Singapore firms. In June 2020, the US Department of Commerce added Qihoo 360 to its Entity List, which restricts US exports to the company, and in September of the same year Qihoo announced the sale of the project, which TTP believes is these companies, to unnamed buyers. The March 2025 filings of all four companies name the same director, whose name TTP found in a Qihoo patent.

According to the same investigation, the network of related companies also published VPN Proxy Master, Thunder VPN, Snap VPN and Signal Secure VPN. In our data, VPN Proxy Master is listed under a different Singapore company; see more on the page about the owner of VPN Proxy Master.

What this means for the user

On paper the jurisdiction is Singapore, but if it matters to you where the owners are ultimately based, keep in mind TTP's findings: Turbo VPN itself does not mention them. If this is a deciding factor for you, compare Turbo VPN alternatives.
