Panda VPN scores 1.25 out of 10 and ranks 348th out of 377 in our main rating. It has a free plan, a 30-day money-back guarantee and torrent support, but under its overall privacy policy the company collects IP addresses, which earns it a red flag and 0 out of 10 for privacy. For more detail, see our breakdown of whether Panda VPN is safe. All six services below are also sold bundled with an antivirus, and none of them scored higher than 2 out of 10.

If IP collection matters

Avira and Avira Phantom VPN rank higher, at 1.84 and 1.70, but their policies also include IP collection, so you get the same problem under a different name. On top of that, Avira has a red flag for a public security incident. G DATA VPN, with a score of 1.50, processes IP addresses in hashed form, offers a kill switch on Windows and support for up to 10 devices, but it costs more than the rest, from €5 per month, and works without WireGuard.

If price matters

Trend Micro VPN (1.51) and Trend Micro VPN Proxy One (1.11) start at €2.15 per month, and ioloVPN (1.20) starts at €3.22. None of the three says whether it collects connection IP addresses. ioloVPN only states that personal data is not logged, and Trend Micro VPN Proxy One does not even make that claim. The gain here is in price; based on their own disclosures, there is no way to judge their privacy.

If you use the free version

Panda's free plan gives you 150 MB per day, about 4.5 GB per month, one location and one device. Only Avira and Phantom from the list have free tiers, 500 MB per month each, and Phantom gives you 1 GB after registration. Switching for the sake of free traffic would leave you with a smaller allowance.
