Canadian VPN Providers: Which VPN Companies Are Based in Canada
Twelve services in our ranking are incorporated in Canada, and Windscribe tops the group at 4.07. This page filters by the operator's legal home, so it answers whether a Canadian provider exists; readers chasing a Canadian exit IP should open the separate rating of VPNs with servers in Canada. Cheapest paid plan: €2.45 a month, and no service here has an audited no-logs policy. Read more

What qualifies as Canadian on this list
Incorporation is the only filter. Six entries are consumer VPNs, three are free or mobile apps, two sell Smart DNS and one is a gaming network. Smart DNS alone shifts a streaming app's location without encryption; SmartDNS Proxy adds a basic VPN but does not promise a no-logs policy, while DNSFlex now offers DNS only. BlackVPN, BeePass VPN and JustClick VPN lack published data for the main ranking; the other nine qualify.
Canadian law, Five Eyes and the C-22 debate
No statute today makes a Canadian VPN keep logs. Under the Criminal Code police use preservation demands, and courts issue production orders, each aimed at specific records, so a provider keeping no records has nothing to surrender. Five Eyes, the pact joining Canada with the US, Britain, Australia and New Zealand, governs how agencies swap intercepted material; it tells a Toronto firm nothing about what to write to disk.
Bill C-22, tabled on 12 March 2026, could change this: its Supporting Authorized Access to Information Act part would let regulations or ministerial orders require providers to build access capabilities and hold metadata categories for up to six months (one year in the first draft), with fines up to C$500,000, per a Norton Rose Fulbright analysis of the bill. The House of Commons passed it on third reading; the Senate and royal assent remain. Officials told Global News the bill covers metadata only, never content, browsing history or social media activity, with details left to later regulations. Connection metadata is precisely what no-logs promises cover, so such an order would clash with six services here.
Windscribe, TunnelBear and BTGuard side by side
| Windscribe | TunnelBear | BTGuard | |
|---|---|---|---|
| Page score | 4.07 | 3.46 | 3.18 |
| Entity | Windscribe Limited, Toronto | TunnelBear LLC, Toronto | Netcrawled LLC |
| Cheapest paid | $3/mo (Build-A-Plan) | $3.33/mo over 3 years | $4.16/mo (proxy) |
| Refund | 7 business days, under 10 GB | 30 days, first annual plan only | 30 days |
| Free tier | yes, capped | 2 GB a month | no |
| Stealth | none | GhostBear | REALITY on TCP 443, Hysteria2 |
| Security audit | none | annual audits claimed | none |
The weak spot of each
All three speak WireGuard, OpenVPN and IKEv2 and ship a kill switch. Windscribe posts the best privacy result, 4.0 of 10, yet only 0.5 on bypass: plain tunnels get cut where VPN traffic is filtered. TunnelBear keeps personal data solely in Canada but refunds first-year annual plans alone, and Hotjar plus Google Analytics run on its site. BTGuard takes bypass (4.8) through REALITY and Hysteria2 for clients like v2rayN or Hiddify, while its privacy side is the thinnest of the trio: a bare no-logs line, no audit.
The rest of the list: check the product label first
Psiphon, a Toronto outfit since 2006, is a censorship-circumvention tool, free with ads or Plus from $2.88 a month across 33 countries and 50,000+ servers; Cure53 reviews are published, though session length and byte counts get logged. StarVPN sells residential IPs at $8 a month and writes the client IP into a system log for one day. WTFast speeds game traffic and its terms ban everything else.
What the privacy policies admit
| Policy point | Services (of 12) |
|---|---|
| No-logs claim | 6, plus 1 partial |
| Independent no-logs audit | 0 |
| Security audit published | 2 |
| Transparency report / warrant canary | 2 / 0 |
| Connection IP collected | 1, plus 1 partial |
Privacy carries 45% of the page score (security about 16%, price and terms about 12%, bypass about 12%, network and apps 8% each). Five Eyes membership rules out alliance points, and with zero audits on file every privacy sub-index here tops out at 4.0. Scores reflect published documents; we run no tests of our own.
FAQ
Is a VPN based in Canada safe despite Five Eyes?
Reasonably, if the provider keeps no connection records, since an order reaches only data that exists. Watch C-22: a retention regulation would oblige providers to start collecting.
Will a Canadian company give me a Canadian IP?
No. The exit address follows the server you pick, and Windscribe alone lists 69+ countries here.
Is there a free Canadian VPN?
Seven of the twelve offer a free tier, most funded by ads or capped by data limits.
