VPNetworks LLC from Florida
TorGuard is owned by VPNetworks LLC, which is also listed as the parent company. The company is registered in the US, and the address on the site is 618 E. South Street, Suite 500, Orlando, Florida. There is no offshore layer between the brand and its owner, and in 2022 TorGuard stressed this itself in a blog post: in its first ten years the service had never been sold and was still run by its original founder. The same owner has a second brand, the email service PrivateMail (privatemail.com), which is offered to TorGuard subscribers as an add-on.
What US jurisdiction means
The US is part of the Five Eyes intelligence alliance, and for privacy that is a minus in our scoring. There is no US law requiring VPNs to keep logs, and TorGuard cites this when explaining its choice of country. A no-logs policy is stated, but there is no way to verify it: there is no independent audit, no transparency report and no warrant canary, and the policy does not describe how the company responds to law enforcement requests. There is a separate page for DMCA complaints. How other registration countries work is shown in the VPN jurisdictions section.
The agreement with film studios
US registration has already affected users. In March 2022 TorGuard settled a piracy lawsuit brought by a group of film studios and agreed to block BitTorrent on its US servers using a firewall. The company wrote at the time that nobody forced it to keep logs and that shared IP addresses made this technically impossible. The site still promotes TorGuard as a VPN for torrents with port forwarding, so for P2P pick servers outside the US or compare services in the VPN for torrenting roundup.
