Windscribe belongs to Windscribe Limited, a private company registered in Ontario and based in Toronto. The company's own ownership statement says its shares sit with three co-founders, Alex Paguis, Mark Ulicki and Yegor Sak, and with its employees, with zero outside investors. No fund, VPN conglomerate or holding group stands above it, and the brand has never been sold despite what a 2022 April Fools post suggested.
Windscribe Limited, the Toronto company on the contract
Every paying customer signs an agreement with Windscribe Limited. The terms of service name Ontario law as the governing jurisdiction and give a mailing address at 555 Richmond St West, Toronto, where reports of abuse of the network can be sent by post. No corporate parent sits above it: the company operating the service is the same entity at the very top of the ownership chain. That keeps things readable for anyone tracking down who is actually responsible.
The company has operated since its inception in 2016 as a self-funded business.
Yegor Sak, Alex Paguis and Mark Ulicki: who does what
The About page lists the three with their titles. Sak is CEO and the public voice of the company; he has spoken publicly against the way VPN brands and review sites end up consolidated under a few corporate owners. Paguis is the CTO and Ulicki the CIO. The company says all three still work hands-on on the infrastructure, tools and apps, take the decisions on direction, and even answer users in support tickets, on Discord, Reddit and Twitter.
Founder and staff equity, no venture money
According to Windscribe, the founders and its employees hold all of the equity; the exact split between them is not published, so any percentage you see elsewhere is a guess. The company calls itself self-funded with zero outside investors: no venture capitalists, no external shareholders. No investor also means no pressure to deliver an exit or a sale.
Money comes from paid subscriptions converted from the freemium model, with free, Pro and Build-A-Plan tiers. Windscribe says it spends nothing on ads, influencer sponsorships or affiliate commissions, so a reviewer gets no commission from the company for covering it. Sak criticises the setup where a single group holds several VPN brands together with the review sites that rank them, and the company publishes a "VPN Relationship Map" of corporate owners and paid affiliates.
Control D and ScribeForce, the related brands
| Brand | What it does | Who runs it |
|---|---|---|
| Control D | Managed, filtering DNS | ControlD Inc., a separate Ontario company |
| ScribeForce | Windscribe Pro for teams, one bill, shared static IPs | Windscribe Limited |
Windscribe counts Control D among its related brands and sells its managed DNS service as an optional extra purchase, but the terms of the DNS service name ControlD Inc., a distinct Ontario company, as the owner. ScribeForce wraps the consumer product for teams: an admin handles a single bill, adds members, and the team shares static IPs.
Ontario law and the Five Eyes question
Five Eyes is the intelligence alliance in which Canada shares signals with the United States, Britain, Australia and New Zealand. Registering in Canada has a cost in privacy scoring: on VPNRadarLab, where Windscribe sits at 4.09 of 10 and first of twelve Canadian VPNs, the alliance criterion gives it 0 of 2 points in the privacy part of the score. Windscribe's own argument is that an offshore shell would protect its owners from lawsuits and tax, not its users, so it stays openly in Toronto.
Questions about Windscribe's owners
Is Windscribe owned by Kape or another VPN group?
No. Kape holds no stake, and neither does any other conglomerate.
Was Windscribe sold and renamed BSVPN?
That March 2022 post was an April Fools parody mocking VPN buyouts. Ownership never changed.
Who is the CEO of Windscribe?
Yegor Sak, one of the three co-founders, still runs the company.
Does Windscribe own Control D?
Not on paper: a separate Ontario firm, ControlD Inc., runs it, though Windscribe counts it among related brands.
