Is VPN Legal in Bahrain? Encryption, Blocking and the Law
We do not give legal advice and make no legal claims here.
No Bahraini law names VPNs. "Virtual private network" appears in none of the three relevant statutes: Law No. 60 of 2014 on IT crimes, the Telecommunications Law or the Press Law. Article 9 punishes encryption only when it is used to commit or hide an offence under some law, and website blocking targets providers and sites, not the tunnel. This is not legal advice.
Article 9 of the 2014 IT Crimes Law: When Encryption Becomes an Offence
Law No. 60 of 2014 was issued on 30 September 2014 and came into force in November 2014, one month after its publication in the Official Gazette; Article 1 defines encryption as converting readable information into symbols that cannot be restored without a password or encryption device. Article 9 attaches imprisonment and/or a fine up to 100,000 dinars to someone who uses encryption to commit or conceal an offence under that or any other law, and states no maximum prison term. Encryption as such is not the offence; the link to an underlying crime is what the clause needs. Article 6 covers tools or software designed or modified principally for the access, interception, extortion or damage offences, held with that intent, and does not mention VPNs. Article 13 lets the Public Prosecution order a service provider to hand over subscriber information, and Article 23 routes any crime committed through an IT system to the penalty of the law that covers it.
What the Telecommunications Law and the TRA Regulate
Legislative Decree No. 48 of 2002, amended in 2017, created the Telecommunications Regulatory Authority and licenses operators and services, not a user's app. Articles 24 and 73 punish an unlicensed network or call-back service with up to six months and/or 500,000 dinars, while Article 75 fines false or offensive messages up to 10,000 dinars. Article 78 obliges licensed operators to give security bodies technical access to their networks.
Who Orders Website Blocks in Bahrain
Blocking rests on the Press Law, Legislative Decree No. 47 of 2002: Articles 19 and 20 let the Minister bar publications seen as inciting hatred of the regime, offending religion or threatening public peace. Ministries order blocks without a court order, ISPs are told to close any means of reaching blocked sites, and the blocklist is not public and offers no appeal route. In August 2016 the TRA ordered all telecom companies to use one centralized, TRA-managed blocking system. Opposition outlets sit behind the filter alongside the websites of some VPN providers and Tor, so install your app before arrival.

Where the "VPN Fine" Headlines Come From
The 500,000 to 2 million dirham figures that Gulf outlets reported in 2016 belong to a United Arab Emirates rule. No Bahraini text sets a fine for using a VPN.

What Reliable Reports Say About Enforcement
Freedom House rates Bahrain's internet "Not Free" in its Freedom on the Net 2024 report: the government restricts many VPNs, and the websites of some VPN providers and of Tor are blocked. Activists use VPNs to conceal their identity, and anonymous critics were sent malicious links that let authorities learn who they were. SIM cards are registered in person with identity checks including fingerprints, and only prepaid users renew their registration every year. The US State Department's 2023 report counts 10 arrests for social media posts, 6 convictions; the cases concern posts and speech.
Work VPNs, Hotel Wi-Fi and the Government's Own Advice
A connection to your employer's network, encrypted traffic on hotel or airport Wi-Fi and banking with a home-country account touch nothing on the blocklist. The National Cyber Security Center itself describes a VPN as a privacy tool for public Wi-Fi and reminds readers that hacking, cyberstalking, darknet purchases and piracy stay illegal with or without one.
What the 200-Service List on This Page Tells You
The VPNRadarLab page lists 200 services whose Bahrain compatibility is the provider's claim; the site runs no blocking or legality tests and gives no legal advice. Seven reviews come from Bahrain and show which apps people use, not what the law allows.
