VPN Servers in the Middle East and Africa: Who Really Has Them

Each country page lists the VPNs that state servers there, with the number of services.

7countries with a page

If you need an exit in this region, the shelf is short. Of 377 services in the VPNRadarLab main ranking, only 86 (under a quarter) name even one of the seven countries on this page, and the weight sits in Israel, South Africa and the UAE. The country cards above track every service, ranked or not, so their totals run higher: 57 for Israel versus 53 in the ranking, for instance. Numbers below always refer to the main ranking.

Three well-covered countries and a thin tail

Israel leads the region with 53 of the ranked providers naming it, and it earns its own country page. South Africa follows with 51, the Emirates with 49. Then the shelf empties: Nigeria 17, Egypt 16, Morocco 16, Saudi Arabia 13. A Cairo or Riyadh IP leaves you little to choose from; the Egypt page shows a short list of providers offering an Egyptian IP.

Depth is no better. Of the 86 regional providers, 32 list exactly one of the seven countries, and only Surfshark and Pangeo VPN cover all seven; Urban VPN and CopVPN manage six. Reach here correlates with network size: the 42-country median published by these 86 services sits above the 36-country median across all ranked services that publish a count. Qatar, Bahrain, Oman, Algeria, Iraq and Kenya appear in so few published lists that they have no country page here. The scoring barely rewards regional coverage: Middle East and North Africa locations are worth 0.5 of 8.5 network points, and network itself is 10% of the total.

Physical rack or relabelled IP: what providers disclose

A flag on a map is a claim about an IP address, not about hardware. What the site's data records per provider:

Service Regional locations named Physical or virtual, per its own data
ExpressVPN UAE, Israel, Saudi Arabia, Egypt, Qatar, Lebanon, Morocco, Algeria UAE and Israel physical; Saudi Arabia, Egypt, Qatar, Lebanon, Morocco, Algeria virtual
CyberGhost VPN UAE, Saudi Arabia, Egypt, Qatar, Israel, Morocco Only its Turkey location marked virtual; the rest unmarked
Hotspot Shield UAE, Egypt, Israel, Algeria Plan page calls its locations "virtual locations"
FlowVPN Bahrain Exits routed through London and the USA
SwizzVPN UAE, Morocco, Israel States all servers are physical
IVPN Israel Bare-metal servers, no VPS
Surfshark UAE, Saudi Arabia, Egypt, Israel, Morocco, Algeria Does not say

Saudi, Qatari and North African exits are marked virtual more often than Israeli or Emirati ones. Most providers publish nothing on this, which means they have not said, not that the servers are real.

A local IP versus a VPN for staying inside a filtered country

These are two different jobs. A server in country X gives you an X-based IP address: local banking, streaming catalogues, prices. Someone travelling to Riyadh or Dubai wants the reverse: an exit elsewhere, plus a tunnel that survives local filtering. For that second job, obfuscation (stealth mode) matters more than any flag list; 119 of the 377 ranked services claim it. Whether using a VPN inside Saudi Arabia is lawful is a separate question covered on the Saudi legality page.

Ping when the exit is virtual

A virtual exit answers with the latency of the machine's real home. A Manama IP served from London behaves like London, and it inherits British hosting conditions, not Bahraini. No measured ping figures exist for these routes in our data, so a provider's speed promise for a virtual location is exactly that: a promise. A traceroute to the exit can show whether the path actually enters the advertised country.

FAQ

Which VPN lists all seven countries on this page?

In the main ranking, only Surfshark and Pangeo VPN list all seven countries. Two more list six.

Can I get a server in Qatar, Bahrain or Kenya?

Only a few providers name them, sometimes as virtual exits hosted elsewhere. Check the provider's own location page before subscribing.

Is an app named after the region a safer bet?

No. Region-branded apps in the ranking score low: Mena VPN 3.41, Morocco VPN (Quantux Labs) 2.66, Defend VPN (UAE VPN) 1.29 out of 10. The branding describes the market, not the quality.

Short answer

Under a quarter of ranked services reach this region at all, Israel is the simplest exit, and several large providers host their Gulf and North African flags abroad. Choose by privacy record first, confirm the hardware is physical where it matters, and judge the region by what the provider states, not by the flag on the map.
